Is this a bad crank plug?

I currently have the heads and barrels off my engine to repair the worn valve guides, but looked into the crankcase today and I think I am looking at the typical crank plug backing out and scuffing the crankcase? Any insight into what I am seeing appreciated! I believe I am up for a full disassembly?

Looks like it is.
Try to make it spin. If so, definitely lose.
