There are in fact very strict rules in all 50 states in the US. Enforcement of course is a different matter generally tied to federal highway dollars and with the current political climate alot gets overlooked depending on the lobby in your state that keeps enforcement at bay. In Pennsylvania the way the law is written it is not legal to even change your air filter. To be legal it must be left the way it leaves the factory or must be a factory approved mod
But in reality it is not strictly enforced.
