I have no idea how to deal with copyright info but in my research on the Weber carburetor I found this great write up from Performance Oriented. Specifically the section on emulsion tube tuning. The article is about triple choke Carburetors on 911's but the emulsion tube bit is universal.

The altitude chart is nice information to have, good find, I hadn't seen that before. Anyone else interested in understanding emulsion tubes should follow the link, it's a really coherent discussion of what for me has always been an incoherent/mysteryious subject.
